Collaborative Government in Implementing the SALUR Application Program in Indonesia During the Covid-19 Pandemic

Abstract— The Covid-19 pandemic has had a huge impact on all groups, especially the lower income groups who have lost their jobs and experienced reduction or even loss of income. To help this group survive pandemic, Government launched various social assistance programs through APBN, APBD participation companies public as donors. Bogor City innovated vertical horizontal collaborative government in developing SALUR application, which is an application that can be easily accessed by to check status recipients assistance. This collaboration incorporates data sharing with agencies city so concept one realized basis for providing monitoring duplication aid recipients. paper used qualitative methods analyze program’s effectiveness safety net program distribution targeted nontargeted poor people Bogor. was substantially influenced strong leadership Mayor Bogor, thus fostering respect trust from collaborators.
